Public Space Protection Order “PSPO”
Consultation Period Ends 5th September 2022
Following a significant rise in complaints & reporting of vehicle anti-social behaviour, Colchester Borough Council are looking to introduce a Public Space Protection Order across the entire borough of Colchester.
It is a legal requirement for the Borough Council to request the display of this consultation document within the local community to enable members of the public to read, comment and provide feedback on the proposal should they wish to do so.

The Womens Cycling Tour Stage 1 – Grand Depart
Just when we thought it was safe ! Monday 6th June 2022 brings more temporary road closures ! as, we now find ourselves on the route of The Women’s Tour Stage 1 – Grand Départ with the same international women’s cyclists that will be coming through the village on Friday 27th May but this time they will be racing from Colchester to Bury St Edmunds, 142 Kilometres (88.2miles)
Road closures will start from 10.45am with the event beginning at 11am with as it is termed a neutralised start (roads not suitable for race conditions) setting off from Colchester Sports Park, off junction 28 of the A12. This will then run via North Station, North Hill, High Street, Queens Street, Southway, Maldon Road then onto Boadicea Way. The race officially starts when they turn right out of Boadicea Way onto Layer Road in the direction of Layer de la Haye.
I have attached a sheet below showing full timings together with route map(s) but to summarise the impact to the village :-
Just before 11am, from the junction with Boadicea Way & Layer Road the following roads and all adjoining side roads will be closed to traffic. The arrival time of cyclists at check points on the route are shown in the brackets.
Junction Boadicea Way & Layer Road (11.20am) double mini roundabouts by Kent Blaxhill B1026 (11.22am) heading towards Layer de la Haye passing along Layer Road, High Road to the Cross Roads by the Fox Pub (11.26am) Cyclists turn left into Malting Green Road, then onto Abberton Road (11.28am) leaving the village via Abberton Road towards Abberton where the route will turn right at the crossroads onto B0125 Colchester Road(11.33am) towards Mersea. It is anticipated that the roads will start re-opening again on a rolling basis from 11.30am.
It will cause disruption to travel including public transport so now is the time to check schedules for appointments etc that might need to be rearranged.

Women’s World Tour Road Race – The Classique
Please come and join us and the children from the primary school this coming Friday 27th May 2022 from 11am on the greensward at The Cross where we will have a spectator area set up for watching & cheering through the Women’s World Tour Cycling Race – The Classique. It will take approximately 60 minutes for both laps to pass through the village (arriving at the Cross – Circuit 1 at 11.45am and Circuit 2 at 12.45pm) so light refreshments will be available between the two circuits. Please bring a light weight chair or blanket should you wish to sit down and with the weather looking good whilst we will have a large gazebo providing shelter, a sun hat and sun cream may also be needed. National TV together with most local radios are reporting on this event so lets make a noise Layer de la Haye and show our support for these world class athletes. If you cant make it to The Cross show your support from the kerbside as they pass along Abberton Road, Malting Green Road & Church Road.
Details of Road Closures
The following roads from the direction of Abberton into and out of Layer de la Haye will be closed to all traffic through the use of a rolling road block controlled by the Police; Peldon Road – Layer Road – Oxley Hill – Abberton Road – Malting Green – Malting Green Road – Church Road – Wigborough Road. This also means there will be no access into or out of Bounstead Road, Lower End, Fields Farm Road, The Folley, Hawfinch Road & Old Forge Road (all estate roads) Birch Road at the junction with The High Road.
1st Rolling Road Block will be approximately 11.30am to 12midday with riders due at the cross around 11.45am. 2nd Rolling Road Block will be approximately 12.30am to 1pm with riders due at the cross at around 12.45pm. Should any emergency situation occur during these times contingency plans are in place between the blue light services.

Road Closure – New Cut on Sat 4th June 2022
Please be advised that a partial closure of the New Cut will be in force on Saturday 4th June 2022 from 8am & 11pm between the School & Village Hall. This notification is shown below and will be publicised further via social media and the display of physical copies on the Parish Council Notice Boards and within the immediate location of this closure. This closure has been granted for pedestrian safety with the Platinum Jubilee Fete, Children’s Tea Party & Evening Family Music being held between the recreation ground, village hall and school playground. Plant a Tree for the Platinum Jubilee Ceremony
Tuesday 3rd May 22 at 7pm on Malting Green
Our Cubs & Scouts would like to extend an open invitation for parishioners to join them on the evening of Tuesday 3rd May 2022 at 7pm on Malting Green as they plant an Oak Tree as part of The Queen’s Green Canopy (QGC).
The QGC is a unique, UK-wide tree planting initiative created to mark Her Majesty’s Platinum Jubilee in 2022, inviting people to “Plant a Tree for the Jubilee” creating a legacy in honour of The Queen’s leadership of the Nation. Once planted our tree will be pinned onto the Queens Green Canopy Map together with details of our planting ceremony for future generations to see.
Please come and support our cubs and scouts who are thrilled to be part of this event.

New Cut – Saturday 4th June 2022 / Temporary Road Closure Application
The Parish Council wishes to provide notification that an application has been submitted to Colchester Borough Council to close part of the New Cut on Saturday 4th June 2022.
If granted the road will be closed between 8am and 11pm between the Primary School and Village Hall and this partial closure will not restrict residential access to any property within the New Cut. The application has been made on the grounds of safety as numbers attending the Platinum Jubilee Village Show, Children’s Tea Party, Fun Dog Show and evening music are anticipated to be high.
